Logistics Officer (Shipping & Customs Clearance) – World Food Programme

JOB PURPOSE:

The Logistics Unit is deploying a special effort to ensure effective management of logistics contracts to adapt to the economic changes and maintain the availability of a large pool of contracted transporters and logistics service providers. 

 

The Logistics Officer (Shipping & Customs Clearance) NOA, will provide specialized support in performing standard logistics/supply chain processes and activities, to maximize the efficiency of the logistics operations specifically in shipping, customs clearance, and port operations activities in partnership with the key supply chain stakeholders

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Logistics, the Logistics Officer (Contracting) will be responsible for the following duties:

  • Contributing towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  • Supporting logistics projects or operational day-to-day activities following standard processes
  • Overall responsible for customs clearance of all logistics shipments for WFP Sudan Country Office. Lead the Customs function and coordinate the day-to-day activities of the Customs section.
  • Liaise with HAC commissioner for cross-border activities including the convoy clearances.
  • Liaise with Biosafety Council for annual commodity plan approval and guidance on non-GMO/ Radio consignments.
  • Liaise with Ministry of Agriculture on commodity specifications to be imported to Sudan as well as Customs Information Guide in collaboration with Port Sudan.
  • In collaboration with Port Sudan, monitor the ULISEAS to track all WFP shipments by T&T Status Events and view related files and documents.
  • Initiate action for requests for duty exemptions on all WFP imported shipments, food and non-food items and ensure documents are timely submitted to relevant ministries and exemptions are in place ahead of consignments arrival at Port Sudan.

  • Facilitate any appeals against rejection of commodities through the appeals committee and follow up for testing at STAC Lab etc. Provide an update and way-forward on any changes in the clearance process that may affect WFP operations.
  • Ensure there are established contacts with shipping agents, clearing agents and superintendents.
  • In coordination with Port Sudan Office, monitor the discharge of WFP vessels, advising supervisors of need for intervention in case of any unforeseen problems pertaining to discharge and/or clearing operations.
  • Monitor, support and provide guidance to the clearance service providers; Prior to expiration of the clearance contract, support in provision of performance evaluation.
  • Manage and coordinate a full range of documentation processing for execution of Customs activities and take appropriate actions to address issues and recommend improvements in processes.
  • Provide day-to-day reports on the clearance progress and movements of WFP shipments in Port Sudan.
  • Establish a work-plan for the Customs section and ensure all activities under the work plan are timely executed and performance targets met.
  • Maintain good working relationships with concerned Government authorities.
  • Perform other related duties as assigned.
